For walkability, yes — downtown Ventura is one of the few truly walkable neighborhoods in the county. Loft and condo inventory near Main Street regularly transacts in the $700-900K range, and you can live without a daily car. The tradeoff is HOA fees and the smaller floor plans typical of historic adaptive-reuse buildings.
Almost always, if it's well-priced and updated. Midtown is one of the most contested submarkets in the county — small inventory, deep buyer pool, character premium. Original-condition examples have less competition; clean updates regularly draw 5-10 offers.
